Under the orange zone designation, services at houses of worship would be restricted to 33% capacity, or a maximum of 25 people, and mass gatherings would be capped at 10 people.

High-risk, non-essential businesses will be required to close. These include businesses like gyms and hair salons.

Public dining will be restricted to outdoor dining, with a maximum of four people at a table. Take-out is still allowed.

Schools will be required to go remote. However, they can 'test out' to reopen. After schools are closed for four consecutive calendar days for cleaning, students will be tested, and any of them who test negative for COVID-19 can come back. Schools will be required to test 25% of students weekly.

“Schools have to close for four straight calendar days,” said Bob Duffy, special adviser to Gov. Andrew Cuomo's office for the Finger Lakes region. 'It’s not the schools; it’s the school buildings. It’s not districtwide or citywide. It’s toward these areas that have been designated as orange.”

These new restrictions are slated to go into effect on Wednesday. The state has launched a tool to look up addresses.

Monday, Cuomo announced new yellow and orange zones throughout the state amid increasing COVID-19 numbers, including a new orange zone in Onondaga County. He also gave warnings for several areas at risk of entering new zone designations. That included Victor, which he said was at risk of entering a yellow zone.

Monroe County Executive Adam Bello and Monroe County Health Commissioner, Dr. Michael Mendoza released a joint statement following the governor's announcement:

Due to increasing spread of COVID-19, parts of Monroe County have been designated as an orange cluster zone by New York State. Unfortunately, this designation will bring new restrictions to our economy including the closure of high-risk, non-essential businesses such as personal care salons, barber shops and gyms and reduce in-person gatherings to no more than 10 people. In addition, school buildings located within the orange zone will have to close in person instruction until additional testing can be completed.

We want to be clear: we believe our schools should remain open as long as there is no evidence of spread in schools. The testing done in school buildings last week was proof that spread within the schools is not an issue, and that our schools are the safest place for our children during these uncertain times We will continue to advocate on behalf of our local school districts, and will work with them to continue to meet the needs of their students.

We are working with our government partners, school leaders and the business community to meet the needs of those affected by the orange cluster zone designation, and we are rapidly implementing a plan to provide increased COVID-19 testing in the affected zip codes.

Moving our community out of the yellow and orange cluster zones will take a community-wide effort. We know we can do this. Please continue to wear masks in public, wash your hands frequently, maintain a safe six-foot physical distance from others and limit your in-person gatherings. We all need to work together so we can safely reopen our economy and make sure our children are able to be in school.

Irondequoit Town Supervisor Dave Seeley says he has been in touch with local school leaders to increase testing in hopes of getting impacted schools back to in-person learning as soon as possible. In a Facebook post, he says the town is also working on an emergency grant program for impacted businesses.

'Our ability to emerge from this orange zone designation rests on us, collectively, continuing to social distance, wear a mask and avoid gatherings,' Seeley wrote. 'It is clear that the virus is spreading in all parts of Irondequoit, and we must look to get our positivity rate down throughout the community.'

If a red zone designation were to be enacted in the future, this would result in additional restrictions similar to those seen during the spring. Schools would still have an option to test out.

Duffy praised business owners for good decision making, saying he has not come across a business that was not responsible and following the guidelines.

'I do believe that it should not last a long time. The sooner we get out, the better,” Duffy said.

The designation is so precise, Duffy says, non-essential businesses could be closed inside the orange designation - while other businesses may remain open despite being close by.

'If you look at the directions we’re getting right now in the orange areas, you could actually have a business, a gym, a salon, a fitness center, on one side of one street in the zone, and one side that’s not in the zone is open,' said Duffy.

Seeley says the Town of Irondequoit has CARES Act funds set aside to help small business owners impacted by the new restrictions.

'We’ve been down this road before. We were hoping not to be here, but we are here,' said Seeley.
